Miami-Dade County, Florida has multiple functions and programs available to its citizens that have established residency within the County limits. These programs are designed to enhance the living standards for the citizenry. The County is in the forefront of emerging metropolitan areas (City of Miami, Hialeah, Homestead, Miami-Beach) due to the huge influx of emigrates from Latin America and the Caribbean. The County has been able to absorb this major increase in population but has placed a strain on the County’s infrastructure.

The County and its Cities are now experiencing:

  • An Aging Population.
  • Drug and Alcohol Abuse.
  • Unemployment and Lack of Jobs.
  • Crime and Domestic Violence.
  • Health and Disability Issues.
  • Educational Opportunities.

As a result of these strains placed onto the Miami Dade and its families, Dade County has experienced a surge of Homelessness. The County has responded by creating programs to combat Homelessness by creating various programs. The County’s Miami Dade Housing Agency was created to combat homelessness by coordinating programs funded by federal and state grants to assist Miami Dade’s economically challenged residents by providing housing and educational opportunities.

The Housing Choice Voucher HCV, formally known as Section 8 | Plan Ocho, program is a Federally-funded HUD rental program that allows families in distress become tenants and choose their house or apartment in the private housing market. Although the public housing agency PHA helps locate a Unit by providing internet web addresses of sites specializing in Section 8 or Plan Ocho listings, the family and landlord are ultimately responsible for locating and processing a suitable unit.

The Section 8 Housing Choice Voucher HCV is tied to Voucher Holder or person, not the rental unit, and allows the future tenant to lease any unit that meets HUD's housing quality standards HQS, including outside the Public Housing Agency PHA's domain.

HCV participants are selected from the public housing agency's PHA wait list, typically paying 30% of their income towards rent and the landlord receives the difference in the form of a housing assistance payment HAP from PHA.

Miami-Dade Public Housing and Community Development MDPHCD has contracted with two private firms:

to administer the Housing Choice Voucher program and HUD's housing quality standards HQS inspections.
